  • Options in Tax-Free Investing  By : Bernard Trollet
Introducing bigger yearly investment limits and raising the range of securities is sure to make tax-exempt investments more attractive. This is the best that the government can do for savers, given their massive support for careless borrowers and banks. It is necessary that any returns that do accrue have to do so without depreciating the value of the investment. Returns may still be quite modest, but it is nearly certain that they will clear the taxation rate. So if you are involved in commodities your portfolio would rise along with inflation. This would guarantee that at no time your investment goes below the inflation rate.
  • The recession has forced almost a million people to work part-time causing debt management worries to grow  By : Aunty Mary
As full-time work becomes harder to find (or maintain) official figures show that the best part of one million people have moved into part-time working arrangements. The number working four days or less has increased by a third over the last year despite the fact that they were seeking to work full-time. One of the reasons for the growth is that many companies have chosen to move people to reduced hours as a way of keeping redundancy to a minimum and maintaining staff skills for the future. In effect cutting costs in the short term as the consequences of the recession stifle demand for goods and services. Unfortunately a by-product of this approach is that many of this group will now encounter debt management problems.

Many debt management organisations are warning of the dangers that reduced wages as a result of shorter hours can have on family finances over an extended period. Commendable though the actions of these companies are, and accepting that a reduction in wage is better than total loss of employment, the effect on those people with debt problems can be devastating. There is of course no corresponding reduction in repayments for loans and credit card balances. For these people debt management issues will grow and the consequences are likely to extend well beyond any return to full-time working when or if that eventually happens.

To cope with the pressures that arise in these circumstances debt management organisations will always suggest taking impartial debt advice. The debt help offered will enable people to ease the stress of the situation and maintain their disposable income. Depending on circumstances they may suggest a solution like a Debt Management Plan (DMP) or an Individual Voluntary Arrangement (IVA). Both these options basically take someone's unsecured debts, including credit cards, overdrafts and loans, and consolidate these into a single, simple to manage, monthly payment.

Developed specifically for people who need help recovering control over their financial position, a Debt Management Plan (DMP) is simply a device to help repayment in full. An assessment is made of the value of disposable income that can be used to repay outstanding balances, having made allowance for priority commitments like housing and food. This balance is then collected and paid to creditors in proportion to their share of the total debt being managed. The operation of the arrangement is totally flexible and can vary with changes to the financial circumstances of the individual.

If circumstances change as a result of a variation in disposable income, through for example enforced short hours, causing difficulty in maintaining agreed repayment amounts, then a recalculation can be made to reassess the repayment amount without putting home and health at an increased risk. If the reduction is subsequently reversed then the repayment can also go back up.

An Individual Voluntary Arrangement (IVA) works in a similar way to a Debt Management Plan, though it is a more formal, less flexible device. The arrangement has to be drawn up by a qualified insolvency practitioner, and is a legally binding contract between the individual and the creditors, whereby all unsecured debts are brought together and a regular single payment is made. The agreement normally lasts for five years and prevents the creditors from chasing the debts separately. At the conclusion of the term any remaining balances are written off leaving the individual free of debt.
